My apologies to ‘real’ economists among us. I should have stuck with describing him as apolitical hack. 
My point was that his background was demonstrably non-scientific, and as such, he was not in a position to be appointed to the role: under the 2008 Farm Bill, the leader of the USDA is supposed to serve as the agency’s “chief scientist” and be chosen “from among distinguished scientists".

It is simply lazy journalism to describe this character as an economist. There are a sufficiency of absolute tools who are trained economists without further confusing the issue by describing Clovis as an economist. I absolutely agree with the views you expressed about him though. The thought of a climate change denier and creationist in charge of the USDA is frightening though. Hopefully the Senate will refuse to ratify his appointment on grounds of lunacy.
