Back to HMRC, who can have another slap for having an utterly useless system. MrsKettle is due a refund, we have a joint account where the name on the account is both of our full names. Under the whole checking bank names thing, BACs payments will need a matching name input on the refund payment.
Which would be great if HMRC could actually enter all of the name that is on our bank account and not run out of computational power part way through so that there appears to be no way to put in a name that will not cause the bank name checking to throw a wobbly.
I’m surprised that’s causing a problem. Our (now my) joint account is in the name of
DR G J HIRST & MRS C E STEVENSON (32 characters including the spaces).
The bank’s ‘account name’ field length is clearly at least this long, but various name-checkers and other entities don’t seem to stretch this far. So I enter as much of the account name (quite often without some of the spaces) as the checker will let me and leave it to make of that what it can. I can’t recall one of them ever throwing a fit over it.
We have full names in the account so the name comes to 48 characters. I think we have just put error bounds on the decrepitude of HMRC’s system.
The modern world eh … where the very simplest things can be wholly beyond its ability to cope.

As to enforcement, I think it boils down to what registered identifying markings the traffic warden recorded, the answer being “fuck all”. Complete waste of time and probably caused the owner unnecessary stress.
