It’s difficult to graft a new idea on a closed mind - Many of these rioters don’t want a healthier point of view. Prison won’t change this, it may well fuel it further. 400 arrests and 100 charges is no deterrent at all to someone armed with poor information who feels powerless and sees an opportunity to blame and vent and seize a moment of power (and therefore not take any personal responsibility for the state of their life.)
The worst offenders should be sent to Rowanda or told the truth about the City and or be shown evidence of how they have been ‘mugged off’.
