Because it’s cheaper for the company to build and operate a web-based system than for it to staff and operate a call centre. That would make business sense and would be sort-of justifiable.

Because at least some of the people who use the phone do so because they’re not smart enough to master the web-based system. Unsmart people are there to be taken advantage of. Taking advantage wherever possible is what insurance companies (and others) do.

I have been using a software development environment on an evaluation license for a month.

The evaluation license has now expired, the boss is nowhere to be found, the development environment says it will self-destruct in 30 minutes.
