Strictly speaking we could argue about whether it’s the real part of the (complex) voltage-to-current ratio. If it is then there could be some of that present without anything Ohmic going on. The air resistance on a speaker cone, for example, modifies its movement in a way which causes Re(voltage/current) to appear.
