I was wondering the same, unless he was in Race Control at Abu Dhabi and stuck hi oar in???
I understood what was likely to happen was that Ross’s engineers in F1 would become part of Nik’s cohort at the FIA later this year so perhaps one of them has already done a cuckoo job.

Change of rules.
The FIA have announced for the 2022 campaign that drivers will now receive a 10-place grid penalty after five reprimands, which has gone up from the previous ruling of three.
That’s possibly going to favour Verstappen’s driving style.
