Would it be for exiting the train in an emergency if there’s no platform?

Probably needed if the train derails and falls on its side, so only the upper windows are accessible for escaping. When one of our aircraft crashed last March the crew had a tough time getting out and a small ladder like this one would have helped. Top view:
