This does seem bonkers as the top band in Winchester (Band H) is £2,700

My Band D house is only £1,300 (or £975 with single occupancy discount)

Conversely, County Durham has the third lowest (311 out of 313) average house price in England - measured at £112,722.16 in February 2021.
However, its residents receive the eighth-highest average Council Tax at £2,503.

In Hartlepool, meanwhile, the average house price is £115,437.76, which ranks as 308th out of 313.
Analysis shows though that its average council tax bill is £2,528, the sixth-highest in the country.

It’s bonkers if you’re not a cunt who believes the rich should be subsidised by the plebs.

I’m not going to defend Council Tax but the amount you pay is determined by how many services your Council has to provide. Poor areas need more facilities/staff to handle the greater needs of the population. On average 50% of Council Tax goes on longterm care. If you don’t have the same costs, there is no reason to have high Council Tax, hence rich areas pay less.
