Does look like it has a licence plate on the rear. If it was road registered, tax and insured then itā€™s legal to drive on the road.

Donā€™t need a helmet on a quad or trike, the exhaust is something you could ticket or potentially put a section 59 on so you can seize the quad next time they are seen driving anti socially. Plus when stopped they would fine tooth comb that thing to find other problems to try and get it off the road.

This is unless the driving was dangerous etc.
