It’s all over social media but the mainstream press don’t seem to have picked it up. Perhaps the most trustworthy source that Google found for me was this one*

It seems to me that he didn’t “rewrite the state’s consent laws”. You couldn’t legally consent in Utah if you were 13 and you still can’t. But it looks like he did change the law that determined which offenders were treated as adults and which as minors.

*There’s a story in The Salt Lake Tribune too but that’s paywalled so I can’t read it.
