I’m not sure what you mean here. I looked up ‘state’ and it seems the word’s meaning is a bit ambiguous. If you mean our parliamentary democracy then I think I’d want the police to be part of that. Parliament makes laws and one of the jobs of the police is to enforce them. In the event of a dispute about the police’s actions there are independent channels (including the courts) through which members of the public can complain and, where appropriate, seek redress.
I suspect what you mean by ‘state’ is the current government, with the implication that the police are focused on staying in the good books of the home secretary, justice secretary and, ultimately, prime minister and that people’s legal rights can be trampled on to achieve that. As far as I know that’s how things are in Russia (Putin seems to control the courts too).

He was quite specific that he only protested at the public proclamations of C3 ascending to the throne, he did not and would not protest at any event linked to mourning/funeral of Q2

I think it’s a bit more nuanced than that. Their are essentially two police forces in the UK, the Met with their dual responsibility to the Mayor and Home Sec and all them others with responsibility primarily to their police commissionaire.
They used to be more linked in to local democracy but the overt Tory politicization via the Commissionaires (on the Met the Cheif constable title was replaced by Commissionaires summer time ago and had nothing to do with Commissionaires elsewhere)has inevitably led to more and sustained long screw driving from the Home Office.
You can see the Home Secs recent announcement of national priorities regardless of local ones as an example. I’m sure the latest Home Sec will be very much about Central control, so called libertarians share this trait with hard line socialists.
As an aside;
Due to its peculiarities, it’s not criminal law for a starters, breach of the peace arrests can be undertaken by any citizen. Best be sure before acting though, fucking it up could be expensive in the ensuing law suit for wrongful imprisonment.

Turning up to pretend to mourn the death of an over privileged 96 year old you’ve never met is the dickest of dick moves.
Being forced to pay for their ridiculous funeral and having events cancelled, losing days of work and the whole ridiculous thing is dickey.
Then arresting a man for calling a peado a peado but never arresting the actual paedo is pure fascism. Then effectively arresting or otherwise detaining people for holding up blank pieces of paper is just cuntism.
