Claire dropped me off at 12:00 and has just told me she can’t pick me up till at least 19:00… and that I should probably have my tea here…

Sorry to hear this, I know from my own experience it isn’t easy.
It sounds like she may have limited capacity, if so you may be able to get general or enduring power of attorney. This can be for health and/or finances.
