I think we’ve got ample recent evidence that leaders installed on the basis of cults of personality are objectively fucking terrible: Johnson, Trump, Corbyn.
Raab has absolutely no personality so I’m sure you are correct. He’d be gently corralled by senior civil servants and given a dog biscuit from time to time.
