I bet the engineer came up with three options, the concrete infill would just have been a throw away in the business case.
The mistake was allowing the Project Manager to see business case. I fucking guarantee it was a Project Manager, no doubt that decision secured an annual bonus of £5k before they moved on to their next posting.

After the closure of the DN&SR in the 60’s a section of the track in a long cutting was sold to a local waste disposal firm who are still, decades later, working their way down it, back-filling to the previous ground level. In a few places you’ll now be walking along a local footpath and notice two short stretches of brick wall, one on either side of the path, with no obvious reason for their existence …
It would seem that there were others who were more motivated to recover the buoy
