If it has a filter or a pig piss system then I think it should be ok, it’s the earlier ones without that are the main problem.
Euro 4 came in from 2006, so it should be fine by definition. VW shenanigans not withstanding…
It’s isn’t. My (1.6D) Golf is Euro 4 and is not ULEZ compliant.
It’s not about CO2 obviously as my 2006 911 with 3.8L petrol engine is. And it’s also not about particulates either as the golf has a DPF and if you look at the exhaust pipes the golf’s is clean as a whistle indicating that the DPF is pretty effective.
It’s a govt operation, don’t expect it to be coherent or consistent or sensibly implemented.

As a rough guide:
Euro 4 Petrol= Good to go.
Euro 6 Diesel= Good to go.
If it is none of those things, pay £12.50 per day.
Also needs NOx removal for ULEZ - hence Adblue (urea). Cat 6 diesels have it.

Bit peeved that my deisel Focus which is only £20 road tax because of it’s low emissions is not compliant
Still for the couple of times a year I go to that London by car I will just take the hit on the ULEZ
If my car fails it’s mot badly, I’ll be looking to sell some bits off,and get a small petrol car that is compliant.
Though I rarely go back these days,so not a deal breaker

Edited, so he possibly set the initial rant out then sat back with his negroni to consider if he had quite fulfilled all contractual gammon requirements and realised with the second swill that he had missed it.
