You do, now define unnecessary obstruction If you can comfortably get a wheelchair or mobility scooter through then its ok. Loads of people up here park on the wide pavements the Council created to reduce the width of the carriageway and remove free on road parking. Now the council are fitting bollards, some get “knocked down” the next day.
I was just going off of what they said about it blocking the tactical paving so a blind user wouldn’t have felt where to cross. But yes if it’s not obstructing anything else I completely agree.
We did have a spate of living room car dealers dumping cars on pavements and trying to disguise them as private sales. Unfortunately for them, they all had the same phone number on them, a tow truck was kept v busy Apparenly there is a law about conducting business on the highway.
That one I’m not aware of tbh, thankfully more a council issue.
